I'm still a bit confused about how students learn grammar conceptually. For example, we're using EFS unit 9, can you tell me what concepts are in this sentence 'when people get old, they often stop working'

We use a concept-based syllabus in DynEd courses. Concepts are the smallest elements of meaning/information that are communicated. For example:
Concept of 'Point of time':
Now, at 2:00, in an hour, after arriving in London, etc…

In the sentence ' When people get old, they often stop working', the first half of the sentence 'when people get old' is point of time, the second half 'they often stop working' is event.

Thank you. But isn't 'frequency' a concept too, so 'they often stop working' could be about frequency couldn't it?

It is indeed. If you break down the sentence 'they often stop working' it contains the concept of 'frequency' as well.

That is to say, different students may divide a sentence into different concepts ,isn't it?

It could be. The more practice the students have on this, the better understanding of concept they will have.
